- Programme design and technical supervision for digital projects in the governmental sector, from cloud migration to service delivery.
- E-learning at national scale — platform selection, identity and provisioning, teacher training, and usage instrumentation.
- Independent review of vendor deliverables, with written recommendations at each decision gate.
- I.T. consultation and training for teams that will own the system after handover.
Track record
Our E-Learning and Virtual Classroom project won the WSIS Prize 2017 from the ITU on behalf of the United Nations. During the COVID-19 closure we led the Ministry of Education’s move to distance education using Microsoft cloud technologies; Microsoft published the programme as a case study in March 2021.
At the Central Agency for Information Technology we participated in the implementation of the official portal of the State of Kuwait (e.gov.kw) and supervised a web-based system for the electronic submission and evaluation of national I.T. projects, used for the second Gulf E-Government Award competition. For the Ministry of Finance we reviewed and evaluated the technical outputs of the Tax Administration Development Project (ITAS) and advised its steering committee.
Public-sector engagements
Four programmes, four different roles
Digital transformation in government rarely means one thing. These four show the range — building a national platform, assuring someone else’s, reading public opinion, and running records inside a closed institution.
The national portal, and the system that judged the Gulf award
Participated in implementing e.gov.kw, and built the web system used to submit and evaluate national IT projects — used for the second Gulf E-Government Award at the Kuwait conference in November 2011. Also worked on the national ICT awareness campaign and advised on web and social analytics.

Reviewed and evaluated the technical outputs of the ITAS project for its steering committee: written recommendations at each gate, proposed monitoring solutions for the tax sector, oversight of the underlying database, and advice on the automation strategy and timetable.

Social media analytics, strategy and policy for the Kuwaiti Parliament, with interactive dashboards for social and YouTube analytics. The Arabic layer meant posts written in Kuwaiti dialect were scored rather than dropped — published as a Pulsar case study in 2016.
